16:26 some foundation for argument because the question is does the president even have the authority to do what he's doing to actually launch military actions of this sort not merely to be defensive but to retaliate and and to hit Targets on another country's soil so so let me give you a tiny bit of background here article one of the Constitution sets forth that the US Congress must declare war and actually really controls a lot
